As a member of the Oregon State Hospital's Rules Advisory Committee since 2010, Kali Yost has been a staunch advocate for and has successfully advanced rule changes that afford greater protections to all Oregonians with mental health conditions that are admitted to the Oregon State Hospital.

In all informed consent proceedings, the hospital must show the following elements to succeed: (1) OSH has made a conscientious effort to obtain informed consent; (2) the individual lacks capacity to give informed consent; (3) the proposed treatments are the most appropriate according to current clinical practice and the least intrusive means available; and (4) the benefits of the proposed treatment outweigh the risks to the individual.  

In addition, Ms. Yost successfully advocated for the inclusion of additional elements OSH must meet to involuntarily medicate individuals admitted with pending charges to afford them the due process rights they are entitled to, namely: OSH must show that any proposed treatments are not for the sole purpose of restoring trial competency but also to treat dangerousness or grave disability.

If any of these elements cannot be proven by the hospital, then any attempts by OSH to receive an order to treat an individual involuntarily will be reversed.
